How to apply for a passport of a citizen of the Republic of Uzbekistan to go abroad
The procedure for issuing/sharing a passport to travel abroad to citizens who are on a permanent basis
or the Embassy's temporary consular account
The Consular Division of the Embassy of Uzbekistan in Belgium issuing and exchanging biometric passports to travel abroad to citizens of the Republic of Uzbekistan, who are on permanent or temporary consular records of the Embassy and reside in the territories of the Benelux and Danish countries.
Important!
In accordance with the Decree of the President of the Republic of Uzbekistan No.5156 "On fundamental measures to improve the order of departure of citizens of the Republic of Uzbekistan abroad" of 16.08.2017:
- From January 1, 2019, a biometric passport of a citizen of the Republic of Uzbekistan for travel abroad (the so-called "red passport");
- From January 1, 2019, the procedure for issuing a permit sticker (OVIR) for travel abroad was abolished;
The current biometric passport of a citizen of the Republic of Uzbekistan of the 2011 model will be used in the territory of the Republic of Uzbekistan as a identity document and the nationality of its owner;
Citizens of the Republic of Uzbekistan can travel from the Republic of Uzbekistan to the territory of the states, to enter which, in accordance with international treaties of the Republic of Uzbekistan, does not require the registration of an entry visa, using the current biometric passport of a citizen of the Republic of Uzbekistan of 2011 until January 1, 2021;
Citizens of the Republic of Uzbekistan can travel from the Republic of Uzbekistan to the territory of the states, to enter which, in accordance with international treaties of the Republic of Uzbekistan, requires the registration of an entry visa, using the current biometric passport of a citizen of the Republic of Uzbekistan sample 2011 before the expiration of the sticker of the permit entry to travel abroad;
- The biometric passport of a citizen of the Republic of Uzbekistan of the model of 2011 for citizens of the Republic of Uzbekistan, who are in countries where under international treaties of the Republic of Uzbekistan does not require the registration of an entry visa, is valid for stay and movement between countries that do not require entry visa, until the expiration of the passport;
- The biometric passport of a citizen of the Republic of Uzbekistan of the model of 2011 for citizens of the Republic of Uzbekistan, who are in the countries to enter which, in accordance with international treaties of the Republic of Uzbekistan requires the registration of an entry visa, is valid for stay and travel to other countries, for entry to which the entry visa is required, before the expiration of the passport;
- The biometric passport of a citizen of the Republic of Uzbekistan of the 2011 model for citizens of the Republic of Uzbekistan who are in countries where the country does not require an entry visa, at the expiration of the validity of the permit sticker in it, is not valid for entry into countries where the country's entry visa is required in accordance with international treaties. The specified category of citizens to enter countries in which, in accordance with international treaties of the Republic of Uzbekistan, requires the registration of an entry visa, must apply in due course for the registration of a biometric passport of a citizen of the Republic of Uzbekistan to travel abroad;
A citizen who is a permanent resident abroad with a biometric passport of 2011 and a sticker on permanent residence (indefinite) can use his passport to travel from the country of permanent residence to visa and visa-free countries until the end of the passport.
In addition, in accordance with the Government's Decree of June 30, 2018, no.494 of the passport of a citizen of the Republic of Uzbekistan of the non-viometric sample has been extended:
- in the territory of the republic - until December 31, 2019;
- on the territory of a foreign country - until the end of its term.
However, the passport of a non-biometric sample of a citizen of the Republic of Uzbekistan, for citizens who are in the territory of a foreign state, will be valid only for entry into the territory of Uzbekistan, including transit through the territories of third countries, until the end of its validity.
When citizens of the Republic of Uzbekistan under the age of 16 travel abroad, a mark or stamp on the accompanying person must be marked or stamped in their sticker in their biometric passport.
Citizens of the Republic of Uzbekistan between the ages of 16 and 18 can travel abroad unaccompanied, if there is notarized consent of parents, guardians (guardians) to leave the minor on their own.
Biometric passport to go abroad
The following citizens of the Republic of Uzbekistan issue a biometric passport to travel abroad:
1. Permanent resident abroad and on permanent consular registration of the Embassy (information in the second section).
2. Temporarily residing abroad for more than six months and on the temporary consular register of the Embassy (information in the third section).
Biometric passport for travel abroad is issued to citizens with a validity:
From the birthday to one year - for 2 years;
From one year to the age of 16 - for 5 years;
- over the age of 16 - 10 years.
The issuance of biometric passports for travel abroad is made in connection with the exchange of biometric passports for travel abroad, biometric and non-biometric passports, in the following cases:
Leaving the Republic of Uzbekistan;
The birth of a child abroad;
Expiration of the passport;
Changes in surname, name, middle name, date of birth, gender;
Establishing inaccuracies and errors in records;
Spending pages for information and visas;
- passport damage;
Loss of passport;
Seizure of the passport as physical evidence.
To obtain a new biometric passport, the applicant must MUST (children with their parents or one of them) contact the Embassy by appointment (the rules of reception of citizens are specified in the section "Citizens' Admission").
On the basis of the documents provided, the Consular Division of the Embassy collects the applicant's biometric data, fingerprints electronically, takes digital photographs of the person and forms an application for the registration of the passport, which is subsequently sent to the State Center for Personalization (PCC) in Uzbekistan.
In case of evasion of the above requirements, the consular department of the Embassy has the right to refuse the citizen's passport.
When obtaining a finished passport, the applicant's biometric data is checked, the applicant must surrender the old passport, as well as sign a log of the receipt of a new passport, as well as in the passport itself.
If there is information about the registration of marriage (the registry office) in the old passport, then this information is transferred to the new passport. The new passport also includes a stamp on the accompanying person, a seal on permanent or temporary consular registration and a stamp of permission to leave for permanent residence abroad.
The period of consideration of the issue of the passport is from one to three months. However, the review period may be extended in accordance with the legislation of the Republic of Uzbekistan.
A consular fee is levied for the registration of a biometric passport to travel abroad in accordance with the law. The fees paid are not refundable.
If there are circumstances preventing the registration of a biometric passport to travel abroad (the presence of a ban by the competent authorities of the Republic of Uzbekistan, a decision or order of the judicial authorities), the applicant is informed of the need to resolve these issues within three months. After three months and the absence of supporting documents on the lifting of the ban, the consular fee paid to the applicant is not returned (except for good reasons, such as: illness, detention, lack of diplomatic representation or consular agency of the Republic of Uzbekistan in the country of residence).
When re-applying after three months, the documents for the registration of a biometric passport for travel abroad are re-submitted with the re-payment of the consular fee.
The biometric passport for travel abroad is the property of the Republic of Uzbekistan and its owner is under the protection of the Republic of Uzbekistan.

Issuance/exchange of biometric passports to travel abroad
Permanent residents in Belgium, Denmark, Luxembourg and the Netherlands
on the Embassy's permanent consular register.
The Consular Division of the Embassy of Uzbekistan in Belgium issuing/sharing biometric passports to citizens of the Republic of Uzbekistan who are on the Embassy's permanent consular register.
WARNING! If a citizen or minor is not on the permanent consular record of the Embassy, then in this case it is necessary to register first (https://consulate.mfa.uz/). Only then will the passport documents be accepted.
In order to issue biometric passports to travel abroad, you must provide the consular department of the Embassy with the following list of documents:
1. Application fora biometric passport to travel abroad(an electronic questionnaire is completedRussian).
2. The original passport (non-biometric, biometric and/or biometric for going abroad) and a copy from all pages (you can have 2 pages on a single page of the A4 sheet), stitched in order of pages.
3. Photo size 3.5 x 4.5 cm (2 pieces).
4. Document proving the legality of a person's stay in a foreign country (the corresponding sticker in the passport, visa, residence permit, temporary residence permit, local authority certificate, electronic identity card) or a separate certificate (original) of the competent authorities of the Benelux and Danish countries on the applicant's residence permit. All of these species must be translated into Uzbek or Russian by a juror.
5. In the case of late application for the receipt/exchange of the passport (when the passport is overdue) it is necessary to submit a written explanation in the name of the consul with a detailed explanation of the circumstances and reasons. If you do not apply for a passport (more than one month) for each calendar year of delay from the age of 18, there will be a fine of 50 euros.
6. Receipt for consular fee of 170 euros;
For minors.
For minors and persons who have not received a biometric passport to travel abroad under the age of 16, who are with their parents or other legal representatives on the permanent consular register, the following documents are submitted:
1. Application for a biometric passport to travel abroad (anelectronic questionnaire is completed). The application form must be completed in Uzbek or Russian.
2. Original and copy of the birth certificate (for children under the age of 16 and those under the age of 16 - at the initial registration of a biometric passport to travel abroad). Birth certificates can be:
(a) Birth certificate (metric) issued by registry offices in Uzbekistan or in consular institutions in Uzbekistan in foreign countries (Legalization or Apostyl is not required).
b) Birth certificate issued by registry offices in Belgium. This document should be legalized in the embassy in due course. To do this, you first need to assure the original Belgian birth certificate to the belgian authorities.
(c) Birth certificate issued by registry offices in Denmark, Luxembourg and the Netherlands. In view of the mutual recognition under the Hague Agreement on Legalization, this document should be apostlyated (put the seal of Apostil) from the relevant authorities of the host country. Only after Apostil's document has been made, the document will be recognized by the Uzbek authorities.
The birth certificate after Legalization or Apostil must be translated into Russian or Uzbek by a juror.
If the document is legalized then Apostyl is not required, or on the contrary if apostylized then Legalization is required.
3. If you have a passport, you must attach the original passport (non-biometric, biometric and/or biometric to travel abroad) and a copy from all pages (you can have 2 pages on one page of the A4 sheet), sewn in order of pages;
4. Photography measuring 3.5 x 4.5 cm (2 pieces);
5. Originals and copies of passports (non-biometric, biometric and/or biometric for travel abroad) of parents or other legal representatives of a minor - for the initial registration of a biometric passport to travel abroad. If a parent's passport cannot be granted, a document is provided, in particular:
(a) Death certificate;
b) a certificate of dissolution of a
marriage or an extract (copy) from a court decision to invalidate the marriage;
marriage or an extract (copy) from a court decision to invalidate the marriage;
(c) A certificate from the competent authorities to recognize one of the parents as missing or dead;
d) on finding a child dependent on a single parent;
(d) or another similar document under the law of the host country;
6. Document proving the legality of the stay of the parents or other legal representatives of the minor in the territory (the corresponding sticker in the passport, visa, residence permit, residence permit, local authority certificate, electronic identity card) or a separate certificate (original) of the competent authorities of Belgium, Denmark, Luxembourg and the Netherlands on the applicant's residence permit. All of these species must be translated into Uzbek or Russian by a juror.
7. Notarized statement of a foreign parent that there is no objection to the child obtaining a biometric passport to go abroad - if one of the parents is a foreign national. If the application of a foreign parent is issued in the language of the country of residence, the document must be translated into Russian and Uzbek by a juror;
8. Notarized consent of a parent or other legal representative permanently registered/resident in the Territory of the Republic of Uzbekistan (if a person under the age of 16 is with one of the parents on permanent consular records);
9. Notarized commitment of the accompanying person;
10. Receipt for payment - 20 euros only for consular processing of documents.
In cases of exchange of biometric passports to travel abroad in connection with the change of name, name, middle name, date of birth, sex or identification of inaccuracies and errors in records, the citizen provides the consular agency with documents confirming these circumstances.
It is worth noting that the Consular Department of the Embassy also has the right, if it deems necessary, to request other documents not specified in the above lists.
In the event of marriage or divorce in a foreign country, it is necessary to present the original certificate of marriage or dissolution of marriage and to provide a legalized (in Belgium) or apostille (Apostille - in the competent authorities of Denmark, Luxembourg and the Netherlands) in due course a copy of this document.
In some cases, the consular department has the right to request the original document confirming the absence of another citizenship with a translation into Uzbek or Russian from a juror interpreter, if necessary, also certified in due course.
Payment is made only by transfer, attached to the application.

Issuance/exchange of biometric passports to travel abroad
Temporarily residing in Belgium, Denmark, Luxembourg and the Netherlands and
on the temporary consular register at the Embassy.

WARNING! If a citizen or minor is not on the temporary consular register of the Embassy, then in this case it is necessary to enter into a temporary consular registration (https://consulate.mfa.uz/) Only after that the passport documents will be accepted.
In order to issue biometric passports to travel abroad, you must provide the consular department of the Embassy with the following list of documents:
1. Application for a biometric passport to travel abroad (anelectronic questionnaire is completed). The application form must be completed in Uzbek or Russian.

Based on the purpose of going abroad:
(a) On a business trip:
A copy of the order or certificate of travel abroad;
b) to study:
- a certificate from the place of study indicating the direction and duration of study (it is necessary to transport to Russian or Uzbek);
- a copy of the student ticket.
c) for treatment:
A copy of the invitation issued by the medical establishment of the host country;
A copy of the certificate issued by the medical establishment on the medical examination of the patient;
d) to work:
- a certificate from the place of work indicating the position and the term of work (it is necessary to transfer to Russian or Uzbek);
- or a copy of the employment contract (must be transported to Russian or Uzbek);
d) to be reunited with family.
A copy of the marriage certificate if married;
A copy of the parents' passports if the person is under the age of 16;
- a copy of the birth certificate if the newborn child.
5. Document proving the legality of a person's stay in a foreign country (appropriate sticker in a passport, study or work visa, residence permit, temporary residence permit, local authority certificate, electronic identity card) or a separate certificate (original) of the competent authorities of Belgium, Denmark, Luxembourg and the Netherlands on the applicant's residence permit.
6. A copy of a military ticket or an affidavit, or a certificate from the Defense Department of the established model (for military personnel). To obtain a certificate, you must apply to the Department of Defense (military enlistment office) of the Ministry of Defense of the Republic of Uzbekistan at the place of residence;
7. In the case of late application for obtaining/sharing of the passport (when the passport is overdue), it is necessary to submit a written explanation in the name of the consul with a detailed explanation of the circumstances and reasons. In cases of exchange of biometric passports for travel abroad in connection with the change of name, name, middle name, date of birth, sex or identification of inaccuracies and errors in records, the citizen submits documents confirming these circumstances to the consular institutions.
In the event of marriage or divorce in a foreign country, it is necessary to present the original certificate of marriage or dissolution of marriage and to provide a legalized (in Belgium) or apostille (Apostille - in the competent authorities of Denmark, Luxembourg and the Netherlands) in due course a copy of this document.
In some cases, the consular department has the right to request the original document confirming the absence of another citizenship with a translation into Uzbek or Russian from a juror interpreter, if necessary, also certified in due course.
Important!
1. Citizens of the Republic of Uzbekistan who are temporarily abroad and are not on temporary consular registration apply to the Embassy to obtain a biometric passport to travel abroad or to return to the Republic of Uzbekistan. In this case, the paperwork is carried out in coordination with the relevant law enforcement agencies and a specially authorized state body of the Republic of Uzbekistan.
2. Acceptance of biometric passport documents for travel abroad from applicants who are not on consular registration in consular institutions with a passport of a non-viometric passport of a citizen of the Republic of Uzbekistan is considered on a case-by-case basis after written approval from the Consular And Legal Department of the Ministry of Foreign Affairs of the Republic of Uzbekistan.
The issuance of a passport to the Embassy's permanent or temporary consular registration, while losing the passport.
Issuing a new passport on a permanent or temporary
consular records of the Embassy at the loss of the passport.
The Consular Division of the Embassy of Uzbekistan in Belgium produces the prescribed issuance of biometric passports to travel abroad to citizens of the Republic of Uzbekistan, who are on permanent or temporary consular registration of the Embassy, with the loss of a biometric passport to travel abroad, biometric passport or non-biometric passport.
In the event of loss of the passport, the applicant, who is on the permanent or temporary consular register of the Embassy, personally applies to the Embassy for a preliminary interview and subsequently submits the documents for proof of identity. The documents are sent to the Consular And Legal Department of the Ministry of Foreign Affairs of the Republic of Uzbekistan for further coordination with the competent authorities of the Republic of Uzbekistan.
If you lose a non-biometric passport, biometric passport and/or biometric passport to travel abroad, issued by the Embassy of Uzbekistan in Berlin, sending documents to confirmthe identity of the person to the Consular And Legal Department of the Ministry of Foreign Affairs of the RepublicofUzbekistan is notrequired.
In other cases, the following documents must be submitted to the applicant to confirm the identity:
1. Application for identification in 2 copies. The application form must be printed and filled out in Uzbek or Russian language in printedletters. (print the questionnaire).
2. A copy of the passport if available.
3. Certificate of loss of passport from the police (in case of loss of passport). The certificate must be certified by the competent authorities of Belgium (Denmark, Luxembourg, the Netherlands) and translated into Uzbek or Russian.
4. Photo size 3 x 4 cm (2 pieces).
5. Receipt for the payment of consular fee of 40 euros.
6. Marked A-4 envelope (marks of 4.50 or 5 euros) with a return address (in case the applicant's personal appearance is not possible).
If the applicant was not on the Embassy's temporary consular account until the time of the loss of his passport, he submits the documents for the certificate of return to the Republic of Uzbekistan (information is available in the "Certificate of Return to the Republic of Uzbekistan").
If it is not possible to personally appear at the Embassy, the applicant must have a telephone conversation with the consul.
The registration of a new passport, which is on the permanent or temporary consular register of the Embassy, in connection with the change of surname after marriage.
The registration of a new biometric passport is permanent or inthe belt ofresidents in the countries of Benelux and Denmark and are on permanent or temporary consular registration of the Embassy, due to the change of surname after marriage.
WARNING! If the citizen is not on the permanent or temporary consular record of the Embassy, then in this case it is necessary to register on the temporary consular register.

(a) Marriage certificate issued by registry offices in Uzbekistan orin consular institutions in Uzbekistan in foreign countries (Legalization or Apostil is not required).
B) Marriagecertificate issued by the registry office of Belgium.
(c) Marriagecertificate issued by registry officesin Belgium, Denmark, Luxembourg and the Netherlands. Only after Apostil's document has been made, the document will be recognized by the Uzbek authorities.
Marriage certificate after Legalization or Apostil must be translated into Russian or Uzbek by a juror.

5. Original and copy of the birth certificate.
