Мамлакатимизда тадбиркорликка яратилган шароитлар туфайли ҳудудларда кичик ишлаб чиқаришлар кўпаймоқда. Одамлар иш билан таъминланиб, бозорбоп маҳсулотлар тайёрланмоқда. Лекин дунёдаги ҳозирги мураккаб вазият, транспорт-логистикадаги узилишлар бу тармоққа ҳам таъсир қилаяпти.
Жорий йилнинг 9 ойида юртимизда саноат 5,3 фоиз ўсган. Лекин, 65 та йирик ҳудудий корхонада ишлаб чиқариш камайган. Давлат томонидан маблағ ажратилган бўлса-да, 118 та саноат зонасига ҳалигача инфратузилма олиб борилмаган. Экспортда GSP+ имкониятидан етарлича фойдаланилмаяпти.
Танқидий руҳда ўтган йиғилишда шу каби камчиликлар, соҳадаги долзарб вазифалар муҳокама қилинди.

Маълумки, Ўзбекистон ўтган йили Европа Иттифоқининг GSP+ номли кенгайтирилган преференциялар тизимига қабул қилинган эди. Унинг доирасида 6 минг 200 дан ортиқ маҳсулот турларини Европа бозорига имтиёзли шартларда экспорт қилиш мумкин. Бунинг учун давлатимиз томонидан транспорт харажатларига 70 фоизгача субсидия ҳам берилмоқда. Лекин, тўқимачилик маҳсулотлари экспортининг 6 фоизи, электр техникасининг 3 фоизи, ипак ва озиқ-овқатнинг 1 фоизи Европага сотиляпти, холос.
Давлатимиз раҳбари маҳаллий корхоналарнинг халқаро сертификатлар олиб, ташқи бозорга чиқишига кўмаклашиш зарурлигини таъкидлади. Келгуси йилда Европага саноат экспорти ҳажмини 700 миллион долларга етказиш имконияти борлиги айтилди.
Маҳаллий саноатнинг энг катта тармоқларидан бири – тўқимачилик. Сўнгги йилларда юртимиз тадбиркорлари бу йўналишни яхши ўзлаштирди. Шунга қарамай, ҳали ҳам четдан олиб келинаётган маҳсулотлар бор.

Нукус шаҳри, Булоқбоши, Қоровулбозор, Фориш, Чуст, Пахтачи, Сариосиё, Ўзбекистон туманларида қурилиш материаллари индустриал зоналари, Ангрен шаҳрида чинни идишлар ва сантехника буюмлари кластери ташкил этилиши айтилди.
Бу тармоқда экспортни 1 миллиард долларга етказиш мақсад қилиб қўйилди.
Мебелсозлик бугунги кунда халқ ҳунармандчилиги даражасига кўтарилган. Бухоро, Наманган, Самарқанд, Андижон, Фарғона ва Хоразмда 100 га яқин маҳалла шунга ихтисослашган. Президентимиз ҳунармандларга шароитларни кенгайтириш мақсадида бу маҳаллалар атрофида мебель саноати марказлари ташкил қилиш зарурлигини таъкидлади.
Мебелсозлик учун божхона имтиёзлари муддатини 2024 йил 1 январга қадар узайтириш, бу тармоқдаги лойиҳаларни кўпайтириш бўйича кўрсатмалар берилди.
Заргарликда ҳам имкониятлар жуда кенг. Юртимизнинг ўзида 300 миллион долларлик бозор бор. Бу талабни бемалол маҳаллий заргарлар қондириши мумкин. Шу боис уларни қўллаб-қувватлаш учун 1 декабрдан бошлаб, қатор енгилликлар белгиланди.

Умуман, келгуси йилда 8 миллиард долларликдан зиёд ҳудудий саноат маҳсулотларини экспорт қилиш чоралари таҳлил қилинди. Ўзбекистоннинг элчиларига хориждан замонавий технологиялар ва инвестициялар жалб этиш вазифаси қўйилди.

The Renaissance sells dreams. However, few people are informed about another Renaissance, namely the Timurid Renaissance, which left its mark on the history of mankind as well. The Timurid Renaissance was a brilliant artistic, cultural and scientific era established in the 15th century by the Timurids. It is therefore contemporary to the Western Renaissance, writes Derya Soysal, professor of history and geography, environmental scientist and PhD researcher on hydrogen at the Université libre de Bruxelles.
The Timurids are the descendants of Timur (Tamerlane) who was the emperor of the Timurid Empire (today's Uzbekistan) in the 14th century. The empire bequeathed by Timur gave birth to a century-long renaissance of culture and arts, of which Samarkand was the jewel.
It was Shah Rukh (Shahrokh Mirza), son of Emir Timur, and his wife Goharshad Begim who initiated the Timurid Renaissance. In Samarkand, he developed a brilliant artistic, cultural and scientific policy that spanned the entire 15th century.

The Timurid dynasty in Central Asia led to a revival of art and science. Some said that it had the same splendor as the Italian Renaissance. "Combining military activity with artistic patronage to suck great effect that the fifteenth century came to be known as the era of the Timurid renaissance, a match in glory for the Italian Quattro centro." Ruggiero, G. (2007).
Shahrokh Mirza and his wife attracted to the Empire and to their court, artists, architects, philosophers and poets recognized today among the most famous in the world, including the poet Djami. Their eldest son, Ulugh Beg, governor of Samarkand, was an outstanding astronomer.
The reconstruction of Samarkand, Herat (equivalent to the Florence of the Italian Renaissance), the schools built by Ulug Beg (grandson of Emir Timur), the development of poetry and literature can summarize the Timurid Renaissance.
Large-scale building projects were created and implemented, and mausoleums, madrasas were built. Mathematical and astronomical studies were revived, and firearms began to be mastered in the early 16th century. The city of Samarkand became an important stop on the Silk Road linking China to the West (DICKENS M. 1999).
Timur was not only a great conqueror, he was also a great builder. What is most striking about Timur's monuments is their grandeur. Timur built both secular and religious monuments and gardens in his capital, with elaborately patterned stone walls and floors and palaces decorated with gold, silk and carpets.
The city of Herat became an important center of intellectual and artistic life in the Muslim world during this period. Samarkand was a center of scientific research and became the center of the Timurid Renaissance due to their constructions during the period.
The main works of the Timurid period are the construction of the Summer Palace, the Bibi- Khanym Mosque and the Registan. Not to mention that the Taj Mahal, one of the wonders of the world, was built by the Mughal emperor Shah Jahn, a descendant of Emir Timur.

The Registan is the ancient heart of the city of Samarkand and was described by Lord Curzon, the Viceroy of India, in1888 as "the noblest public square in the world". "I know of nothing in the East which approaches it in its massive simplicity and grandeur," he wrote. 'No European spectacle can indeed be adequately compared with it, for we are unable to point to any open space in a Western city which is commanded on three of its four sides by Gothic cathedrals of the finest order.'" Registan, Samarkand:
Ulugh Begh, grandson of Emir Timur, astronomer and mathematician, more scholar than military or religious leader, left an educational institution as his main contribution to the architecture of Samarkand. Ulugh Beg adorned Samarkand with splendid monuments and parks.
The madrasa of Ulugh Beg was a scientific institution at that time. In fact, between 1424 and 1429, Ulugh Beg had the Samarkand Astronomical Observatory built, which was equipped with astronomical instruments that had no equivalent until then (Golombek, Lisa and Donald Wilber, 1988).

The decoration of the madrasa, like everywhere else in Samarkand, emphasizes the color blue, with light and dark blue tiles. Indeed, blue is ubiquitous in Samarkand. The faience mosaic above the entrance in a star-shaped design pays tribute to astronomy.
The ruler Ulugh Beg, great symbol of the Timurid Renaissance, contributed to science and it is to the quality of his trigonometric tables that he owes his place in the history of mathematics. Therefore, to pay tribute to him, in 1961, the International Astronomical Union named a lunar crater after him and an asteroid (2439) Ulugbek (Minor Planet Center, the International Astronomical Union).
Miniature paintings have a great place in Timurid art. Painting was not limited to papers, as many artists of the Timurid period painted complex murals. Timurid art was even reflected in Anatolia. Marthe Bernus-Taylor (1997) wrote "The decoration of the "Green Complex" in Bursa, a reflection of Timurid art".

The originality of the Timurid cultural movement is that it contributed to the development of Chagatay to such an extent that the language was even learned by some Ottoman sultans (Ortayli, I.) This allowed Babur, descendant of Amir Timur and first of the Great Moguls, to write his life, the Baburnama, entirely in Chagatay Turkic language (Maria, E. Subtelny 1994).
Women played a significant role in political and economic life under the Timurids. (Mukminova, R.) Mukminova wrote that women occupied a rather important place in the court of Amir Timur and the Timurids. They took part in the festivities where high dignitaries, ambassadors,..., participated in the construction of mausoleums, madrasas, women became managers, etc. (T.Fajziev, 1994).
Like the Western Renaissance, the Timurid Renaissance developed through science, art, architecture, etc. There is no doubt that polymathy was commonplace in Central Asia during the Timurid Empire. In the end, this era left its mark on history, and anyone who has seen or will see these Timurid monuments in Samarkand can easily testify to the splendor they possess, even after years of decay, and imagine the grandeur of the old days, which many admirers of history are full of praise.

558БРЮССЕЛЬ, 5 ноября. /ИА «Дунё»/. На ведущем европейском информационно-аналитическом портале «EU Reporter» опубликована статья под заголовком «Железная дорога Узбекистан–Афганистан–Пакистан выходит на повестку дня», сообщает корреспондент ИА «Дунё».
В ней отмечается, что в настоящее время линия железной дороги Узбекистана с Афганистаном протянулась на 75 километров от границы до Мазари-Шарифа. Но уже разрабатываются планы по продлению линии до Кабула и Пешавара в Пакистане.
Предложение о строительстве железнодорожной ветки, которая позволила бы увеличить объем узбекского импорта и экспорта через порты Пакистана, выдвигалось уже давно, но благодаря политике «позитивного нейтралитета» Узбекистана в отношении Афганистана оно стало ближе к реальности.
Сообщается, что специальный представитель Президента Узбекистана по Афганистану, посол Исматулла Иргашев рассказал на брифинге в Брюсселе, как его страна отреагировала на то, что он назвал «сложной и ухудшающейся» ситуацией, которая последовала за выводом войск США и их союзников из Кабула в августе 2021 года.
Он говорил о «критическом и прагматичном» диалоге с талибаном, отражающем обязательства Узбекистана по поддержке афганского народа, страдающего от голода и холода, а также приоритет внешней политики по продвижению регионального мира и стабильности.

В публикации сообщается, что заместитель председателя АО «Узбекистон темир йллари» Акмаль Камалов представил презентацию о железнодорожной ветке стоимостью 5,96 миллиарда долларов США, строительство которой займет примерно пять лет. Правительства Узбекистана и Пакистана оплатили экспедицию в июле и августе для обследования 187-километрового маршрута, который будет включать пять туннелей.
«EU Reporter» резюмирует, что железная дорога станет физическим воплощением связи, которую Узбекистан уже предлагает Афганистану; это способ донести идею о том, что Афганистан не должен представлять угрозу для любой другой страны в регионе.

Uzbekistan expands cooperation between Europe and Central Asia
572Uzbekistan’s cooperation with the EU already has a long history. Uzbekistan’s cooperation with the EU has been developing especially dynamically in recent years, writes Obid Khakimov.
In April 2020, August 2021 and July 2022, telephone talks were held between the President of the Republic of Uzbekistan Shavkat Mirziyoyev and the President of the European Council Charles Michel. In July 2021, Uzbekistan was visited by the High Representative for Foreign Affairs and Security Policy Josep Borrell, and in November 2021 – Vice-President of the EU Commission Margaritis Schinas.
Uzbekistan takes an active part in the regularly held European Union – Central Asia Ministerial Meeting (the 17th was held on November 22, 2021 in Dushanbe). Since 2013, the annual EU-Central Asia High Level Political and Security Dialogue is being held (the last one was held on May 17, 2022 in Brussels).
The legal framework of Uzbek-European relations consists of 15 documents. According to the Partnership and Cooperation Agreement, the most-favored-nation trade regime has been established with the EU countries.
The European Union and Central Asia in the development of relations
The consolidated policy of the EU countries towards the countries of Central Asia has been formed relatively recently. In July 2005, the position of the EU Special Representative for Central Asia was established. In 2007 the EU Strategy for Central Asia was adopted.In 2019, a new EU Strategy for Central Asia was adopted, which emphasized the growing importance of our region for the EU, given its geographical location and key role in connecting Europe and Asia, its energy resources, as well as significant market potential (more than 70 million inhabitants, 35% of whom are under 15 years old).
The changes that have taken place in relations between the countries of our region were succinctly outlined in the speech of the President of Uzbekistan at the summit held in Astana. Thus, as a result of joint efforts, a completely new political atmosphere has been formed in Central Asia. Previously, the borders with individual countries of the region were closed, mutual trade practically did not develop, there were no stable communications, transport links, and active humanitarian exchanges.
Since then, a visa-free regime has been introduced, all checkpoints have been opened, flights and ground transportation have been expanded. Uzbekistan’s trade turnover with the countries of the region has grown almost 2.3 times in 5 years from $2.73 billion in 2017 to $6.35 billion in 2021, cooperation ties are being strengthened, joint investment companies have been established. An effective mechanism for regular Consultative Meetings of the Central Asian Heads of States has been established.
Assistance in carrying out reforms
The European Union has repeatedly praised and expressed support for reforms in Uzbekistan over the past 5 years. On October 19, 2022, at a meeting in Tashkent, the EU Special Representative for Central Asia Terhi Hakala said that “the European Union highly appreciates and consistently supports the continuation of the program of irreversible reforms in the New Uzbekistan.”At the same time, the EU provides very active support to the ongoing reforms through various technical and financial assistance programs. In accordance with the Multiannual Indicative Programme2014-2020 for Uzbekistan, the priority areas of assistance were the development of rural regions to address employment issues, improving well-being, food security and protection of natural resources. The EU allocated €168 million under this program.
In 2021 the EU has adopted a new Multiannual Indicative Program 2021-2027 of financial assistance for Uzbekistan, within which €83 million will be allocated for technical assistance programs in such areas as effective governance and digital transformation, inclusive, digital and green growth, the development of smart environmentally friendly agricultural production and others.
Since 2020, the EU has been financing the project Assistance to Uzbekistan’s Foreign Trade, which provides technical assistance to implement the necessary procedures for Uzbekistan’s accession to the World Trade Organization.
Expansion of economic ties
Speaking about economic cooperation with the EU countries, the President of Uzbekistan noted that “the dynamics of the growth of trade turnover with the EU countries after the inclusion of our country in the preferential trade system GSP+” is impressive. It should be clarified that Uzbekistan has fulfilled all the EU conditions, including the ratification of 27 international conventions, in order to obtain the status of a beneficiary of the GSP+ system, as a result of which, from April 10, 2021, the EU has started to apply preferential tariffs on goods imported from Uzbekistan under this system. As a result, in 2021 exports increased by 33.4%, while imports decreased by 4.7%. In 2021, the EU countries accounted for 9.2% of total trade turnover, 3.3% of total exports and 13.0% of total imports of Uzbekistan.In relation to economic cooperation in general over the past five years, the trade turnover of Uzbekistan with the EU countries has increased by 50.5% from $2.6 billion to $3.9 billion, exports increased by 39.2%, imports by 52.6%. The trend of a noticeable increase in Uzbekistan’s exports to the EU countries continued in 2022. If the trade turnover with the EU countries increased by 14.2% in the first 9 months of this year and amounted to $3.1 billion, while exports showed a significant increase of 68.1%, imports increased by 5.8%. The main trading partners of Uzbekistan among the EU countries in terms of total turnover are: Germany (19.7% of total turnover), Lithuania (13.0%), Italy (11.1%), the Netherlands (7.4%), France (7.2%), Poland (6.4%), Latvia (6.0%), Czech Republic (5.1%), Spain (4.1%), Hungary (3.0%) and Austria (2.7%).
Since 2017, the European Investment Bank and the European Bank for Reconstruction and Development have resumed cooperation with Uzbekistan, which has contributed to the growing interest of European investors in working in Uzbekistan. Thus, the number of joint ventures with the participation of the capital of European countries has increased 2.4 times since 2017 from 440 to 1052 enterprises, of which more than 300 with 100% European capital.
But the present indicators, “in absolute terms, do not yet correspond to the existing significant opportunities,” the President noted in his speech. For their more complete implementation, it is necessary to ensure compliance of our industrial goods with European standards and technical regulations, to form effective transport and logistics corridors to EU markets, primarily the Trans-Caspian International Transport Route, to carry out marketing actions so that goods from Central Asian countries are in demand by European consumers. The President also noted the great need in our region for European investments and technologies.
Cooperation on “green” development
The European Union also contributes to the solution of issues of socio-economic development of the Aral Sea region. The project EU Contribution to the Multi-Partner Trust Fund for Human Security for the Aral Sea region is being implemented in the amount of €5.2 million. The project My Garden in the Aral Sea is also important for greening the Aralkum desert and nearby settlements by planting 27 thousand tree seedlings on the bottom of the dried-up Aral Sea by the end of this year.At the summit, the President of Uzbekistan invited the European side to join the implementation of the Green Agenda regional program, in particular, the introduction of eco-innovations, energy-efficient and resource-saving technologies, digitalization of economic sectors, the development of “smart” agriculture with the help of the European network Smart-AKIS, the use of the potential of renewable energy sources.
Security cooperation
The EU is also making an important contribution to the security of Central Asia. The EU Border Management Assistance Program in Central Asia (BOMCA) is aimed at strengthening border cooperation and improving the efficiency of border management, assisting governments in the development and reform of state migration management, mobility and trade facilitation policies, and expanding the capabilities of border and migration agencies. In addition, within the framework of the EU Central Asia Drug Action Programme (CADAP), a dialogue is being carried out with law enforcement and law enforcement agencies of the Central Asian states to increase their capacity, study the best practices of the countries of the region in various aspects of combating drug trafficking.President Shavkat Mirziyoyev also expressed gratitude to European partners for supporting Uzbekistan’s position on the Afghan settlement and expressed readiness to continue effective cooperation with European partners in using the potential of logistics and educational hubs in the city of Termez.
Humanitarian cooperation
With regard to the humanitarian sphere, cooperation between Uzbekistan and the EU is also actively developing. More than 80 projects of the TEMPUS educational program have already been implemented in the amount of €32.2 million. Since 2014, within the framework of the Erasmus+ educational program, 43 projects have been implemented with a budget of more than €36.6 million to increase the potential of higher education.Speaking at the summit about cooperation in the humanitarian sphere, Shavkat Mirziyoyev proposed to implement a project on the introduction of advanced European methods of education within the framework of the Erasmus+ and Horizon Europe programs, expressed interest in increasing the number of branches of leading European universities in our countries and expressed readiness to take an active part in the implementation of the first regional vocational education project.
In conclusion, the holding of the 1st Central Asia–EU summit at the level of the Heads of Central Asian States and the President of the European Council testifies to the growing importance of our region in the global architecture of sustainable development and security and contributes to strengthening the positions of Central Asia in the system of international relations.
In the current atmosphere of global political and economic instability and unpredictability, the Central Asian region, which is steadily developing and open to mutually beneficial cooperation with all other countries of the world, will continue to play an increasingly important role in world economic relations.
In September 2018, the European Union published the Strategy of Connectivity between the EU and Asia, announcing in it the expansion of ties with Asia as a new concept of economic diplomacy. The key link in the connectivity between Europe and Asia is Central Asia, which is a natural connecting node of the vast economic space of the entire continent of Eurasia.
On November 17-18 this year, Samarkand will host a conference Central Asia – the European Union: A Global Gateway on Sustainable Connectivity, as well as a Ministerial Meeting in this format. The holding of these two interregional events in Samarkand shows the strategic importance of Uzbekistan for Europe.

В рамках Экономического форума Узбекистана – 2022 состоялся «круглый стол» на тему «Торговая и промышленная политика», в котором приняли участие заместитель министра инвестиций и внешней торговли Бадриддин Абидов, первый заместитель министра финансов Омонулла Насритдинходжаев, председатель АО «Навоийский горно-металлургический комбинат» Кувондик Санакулов, региональный менеджер компании Agrico Фируза Татыбаева, менеджер практики торговой и региональной интеграции Всемирного банка Антонио Нуцифора, эксперты Европейского банка реконструкции и развития и Азиатского банка развития, сообщает корреспондент ИА «Дунё».
По информации МИВТ, в ходе «круглого стола» рассмотрено влияние пандемии и продолжающихся геополитических процессов на экономику региона. Отмечено, что для преодоления проблем требуется поддержание стабильности, диверсификация рынков экспорта с наращиванием доли продукции с высокой добавленной стоимостью и усиление позиций в цифровой экономике.
На встрече также обсуждены перспективы совершенствования индустриальной политики и либерализации торговли, укрепления связей с международными организациями и инвесторами, интеграции в региональные и глобальные торговые соглашения.
Участники высоко оценили реформы Узбекистана, направленные на либерализацию торговли, и успешное продвижение переговорного процесса по вступлению в ВТО, подчеркнув важность продолжения работы по дальнейшему упрощению процедур торговли и выходу на внешние рынки, а также повышения уровня инвестиционного потенциала, формированию цепочек высокой добавленной стоимости, реализации новой промышленной политики, осуществлению политики в области конкуренции и развитию приоритетных отраслей на основе конкурентных преимуществ, развитию рынка транспортно-логистических услуг.
В ходе «круглого стола» состоялась сессия вопросов и ответов, на которой участниками были даны исчерпывающие ответы в рамках обсужденных направлений развития региона.

New Jean Monnet project at TSUE
570On November 1, the kick-off meeting of the "Erasmus Center of Excellence in Sustainable Business and Finance" Jean Monnet project was held at the Tashkent State University of Economics (TSUE). The project "Erasmus Center of Excellence in Sustainable Business and Finance" aims to develop and implement sustainable development policy in the field of finance and digital transformation policy.
The goal of the Centre is to adapt European practices to the local conditions and disseminate to a wider society. We do that by involving multiple local stakeholders:
- With support of the governmental organisations, representatives of financial sector, and NGOs we elaborate policies in the areas of Sustainability and Digitalisation;
- Together with the colleagues from European universities, beneficiaries of other Jean Monnet projects, local and foreign experts, we develop and introduce advanced, as well as introductory courses for the students of TSUE, other HEIs and VET institutions across the country;
- In collaboration with the academic staff of the schools, we create and teach short courses for the schoolchildren;
- Jointly with all organisations involved in the activities outlined above, we inform and disseminate the results of our research and teaching to wider public.
The main beneficiaries are policy makers, commercial banks, SMEs, the bachelor's and master's students and educators of TSUE and several other HEIs, professionals, involved in VET programs at the TSUE and beyond, pupils and teachers of schools, as well as researchers, practitioners and everyone interested in the topics of Sustainability and Digitalisation in the Business and Finance.

Certainly, we all witnessed that the ongoing complex pandemic in the world and the consequences of the global economic crisis, the security of food and energy arising against the background of various unrest and conflicts, the problems of climate change make serious worries about the fate of a person an urgent issue on the agenda.
I believe that today’s forum will serve as a convenient opportunity to discuss the best practices in this regard with the participation of reputable international organizations, leading foreign companies and well-known experts, and jointly develop a common action plan.
Dear friends!
We set priorities for the implementation of active reforms in all areas on the basis of the noble idea "for human value" in the new Uzbek development strategy, which has been developed and is currently being intensively implemented with our people.
In particular, we aim to achieve inclusive and sustainable economic growth in our country in 2022-2026, to develop human capital and reduce poverty by at least 2 times. To do this, we systematically carry out the following priority tasks.
First of all, special attention is paid to radically increasing the role of the private sector in the economy, supporting entrepreneurship, improving the investment and healthy competitive environment.
In this regard, due to the conditions, specifics and capabilities of the regions, it is of great importance to consistently reduce the tax burden on Business and provide financial resources.
Second, in order to improve the quality of life of the population and further improve living conditions, we are implementing large-scale programs for the development of the infrastructure of each neighborhood.
In particular, within the framework of the programs "prosperous village", "prosperous neighborhood" and "initiative budget", drinking water, electricity supply, the state of internal roads necessary for the population are improved, educational, medical institutions and other social facilities are being built.
Third, special importance is attached to the full coverage of the poor and needy segments of the population with the targeted social protection system, the expansion of the scale of their comprehensive support.
An important place in our strategy is occupied by the issue of improving the quality of professional education, attracting the population, primarily young people and women to entrepreneurship, and providing a guaranteed source of income through training in modern professions that are in high demand in the labor market.
Fourth, in the context of the threatening situation in foreign markets and partner countries, measures are being taken to ensure macroeconomic stability and curb inflation rates in our country. As a result, an economic growth of more than 5% is expected in our country this year.
Fifth, with the introduction of water and resource-saving, "smart" technologies into agriculture, the creation of sustainable product production systems and ensuring food security will be in our constant focus.
Sixth, one of the main directions of our reforms is the expansion of trade-economic and investment cooperation with all partner countries, access to foreign markets with competitive products, ensuring interconnection through the development of transport and logistics systems in this regard.

Искренне поздравляю вас с открытием в древнем и неповторимом Самарканде, важном перекрестке на Великом шелковом пути, II Международного экономического форума Узбекистана и выражаю всем вам свое глубокое уважение и самые добрые пожелания.
В этом году форум посвящен теме “Люди в центре экономических реформ”, и это неслучайно.
Все мы видим, что проблемы обеспечения продовольственной и энергетической безопасности, изменения климата на фоне продолжающегося во всем мире влияния последствий пандемии и глобального экономического кризиса, противостояний и конфликтов, выдвигают на повестку дня самый главный вопрос, побуждающий нас серьезно задуматься о судьбе человека.
Убежден, что сегодняшний форум станет хорошей возможностью для обсуждения передового опыта в этом направлении и совместной выработки общего плана действий с участием представителей авторитетных международных организаций, ведущих зарубежных компаний и известных экспертов.
Дорогие друзья!
В Стратегии развития Нового Узбекистана, которую мы разработали, советуясь с нашим народом, и ныне ускоренно реализуем на основе благородной идеи “Во имя чести и достоинства человека”, определены приоритетные задачи по активному осуществлению реформ во всех сферах.
В частности, мы поставили перед собой цель в 2022–2026 годах добиться инклюзивного и устойчивого экономического роста, развития человеческого капитала и сокращения бедности в стране не менее чем в два раза. Для этого системно реализуем следующие приоритеты.
Во-первых, особое внимание уделяется кардинальному повышению роли частного сектора в экономике, поддержке предпринимательства, улучшению инвестиционной и здоровой конкурентной среды.
В этом направлении большое значение имеет последовательное сокращение налогового бремени на бизнес и обеспечение финансовыми ресурсами, исходя из условий, особенностей и возможностей регионов.
Во-вторых, в целях повышения качества жизни и дальнейшего улучшения жилищных условий для населения претворяем в жизнь масштабные программы по развитию инфраструктуры каждой махалли.
В частности, по всей республике в рамках программ “Обод кишлок”, “Обод махалла” и “Инициативный бюджет” улучшено снабжение населения питьевой водой, электроэнергией, а также состояние внутренних дорог, возводятся образовательные и медицинские учреждения, другие социальные объекты.
В-третьих, особое значение придается полному охвату системой адресной социальной защиты малообеспеченных и нуждающихся слоев населения, расширению масштабов их всесторонней поддержки.
При этом в Стратегии важное место занимают вопросы повышения качества профессионального образования, привлечения людей, в первую очередь молодежи и женщин, к предпринимательству и обеспечения их гарантированным источником дохода через обучение востребованным на рынке труда современным профессиям.
В-четвертых, в условиях напряженной обстановки на внешних рынках и в государствах-партнерах в нашей стране принимаются меры по обеспечению макроэкономической стабильности и сдерживанию темпов инфляции. В результате в этом году в республике ожидается экономический рост более 5 процентов.
В-пятых, в центре нашего внимания постоянно находятся вопросы создания устойчивых систем производства продукции и обеспечения продовольственной безопасности с внедрением в сельское хозяйство водо-, ресурсосберегающих и “умных” технологий.
В-шестых, одним из основных направлений наших реформ является расширение торгово-экономического и инвестиционного сотрудничества со всеми государствами-партнерами, продвижение на внешние рынки конкурентоспособной продукции, обеспечение взаимосвязанности посредством развития транспортно-логистических систем.

В достижении поставленных высоких целей Новый Узбекистан тесно сотрудничает с международными финансовыми институтами, зарубежными государствами и ведущими компаниями.
